I've only ever used <choo> when reading aloud to small kids.
In that context it's [c^u:] or even [c^uw]. My normal
/u:/, however, is closer to [ïU], where [ï] is barred-i.
And <chew> is probably better represented by [c^ïUw] or
[c^ïu].
