Two questions about list rules

I'm generally a lurker, getting a great deal of enlightening information
from this list. However, recent discussions have limited the effectiveness
of this list. Please let me present two questions to the moderators:

1) Doesn't M. Kelkar's quest finally qualify as an idee fixe and thus
should be prohibited from further discussion on the list?

2) This list is clearly meant to be about Indo-European only, with
concerns about IE's role in a larger language family meant for other
lists. Why, then, has no one warned Patrick, who continually brings up
Egyptian etc. in his posts?
