No, but there is very much a consensus on the major
points about the language. The only reasonable
disagreements that still occur involve the more minor
details.

The best easily-accessible primer on IE, I think, is
sitting in Chapter 22 (Languages of the World) of the
Encyclopaedia Britannica at your public library. A
concise primer online was also provided by Piotr
Gasiorowski on his personal website at:

This should arm you with the basics and steer you on
the right track, away from the sensationalist crazies
like Gamrelidze and Ivanov :)
