Right, but that's the same in IE. The noun stem *H3ré:g^- (Skt. rá:j-,
Lat. re:g-) means 'king', i.e. 'a ruling one'. The verb *H3ré:g^-mi,
Skt. rá:j-mi means 'I rule', lit. "I (am) a ruling one". The verbal
root has the force of an agent noun by itself.
