I don't see how P&ldin could derive from Philippopolis neither I can see how
it will derive from Pulpudeva.
It appears just the name "pulpu" "phillipo" was kept, the another part for
"city" got lost or it was replaced. I am not aware how one can get "din"
from "deva".
