The first is actually <Vili>, genitive <Vilia> or <Vilis>;
if I'm reading Lind correctly, the name also appears in the
nominative as <Vilir>. Presumably it goes with ON <vili>
'will, wish, desire' and <vilja> 'to will, to wish'.

The second is <Vé>, with a long vowel; I expect that's it's
the same ON <vé> 'sanctuary' that appears as a prototheme in
such names as <Végeirr> and <Vémundr>.

I've not seen the last. <Borr> might be connected with
<bora> 'to bore' -- 'borer', perhaps?
