Your chachar would be from OHG hahaere (Bavarian/Austrian Häher). There is a word of similar meaning in Croatian and Slovene.

Can anyone help me, please, with following dialectal expressions typical for Czech spoken in NE Moravia?
 
dacan [datsan] (a bad/rude/impolite man, villain etc.)
chachar [xaxar] (sim. to dacan)
ogar (a boy)
c^agan (a stick/crutch/club)
 
What are their etymologies? Any IE (or non-IE) counterparts?
