Something like *sigiz-gastiz > *sigistiz by haplology, for example.

No. There are also similar Celtic names, with the Celtic cognate
*sego(s)- 'victory'. As for the similar "Illyrian" names, we have really
no clue what they meant. There is no independent evodence for connecting
them with the *seg^H- root. Anyway, the Siggy brothers were Germanic, so
if a Germanic etymology is available, it takes precedence over anything
more exotic (Ockham).
