Well, if one defines "a Russian name" as "a name at least once
registered on the Russian territory / beared by a Russian-speaking
person" -- why not? (By the way, I've never even heard of <Èrna> and
<Èl'mira> -- live and learn!). But my (a native speaker's)
impressionistic evaluation is like that: it's not a Russian name per
se and it would sound rather unusual.
