Günther Reichenkron sustained that PIE *sk or PIE *sp can have in Rom. a
double treatment as in Albanian. He meant, the PIE *sk could once yeld
/h/ and once /sk/.
I don't quite agree with him but this is my problem. Here some example
of him from substratual words where we have "h" initial "h".
For etym. I will use here the one of DEX and one of GR (Günther
Reichenkron); "n.e." means "no entry in DEX, the word is not known in
DEX"
