Seems that you couldn't find the map regarding dava/para divisions:

This map is very instructive because based on the toponyms Moesia
is a Daco-Getae region with some Thracian penetrations.

This fact was well know by the Romans too, because after their
withdrawal from Dacia Traiana (Nord of Danube) they named the regions
at the South of Danube : Dacia Aureliana (with several "Dacia"
counties )...

Please take a look on that map, and tell me what do you think...
