Brugmann's Law

As there is an ongoing discussion on Brugmann's Law I would like to know if
somebody has an explanation on why is there no BL in skr. rasa: from PIE
*(H)roséh2 (cf. Lith. rasa, Slavic rosa). I guess that *reseh2 is not the
answer...
