Thanks, that's what I wanted to know. Unfortunately, you left out a word:
I assume you meant to write "and then also in _open_ syllables"? I already
suspected it had to do with the accent, but I wasn't sure if syllable
structure had anything to do with it.

If so, I can say that, according to Melchert, Brugmann's law also applies
to Hittite (at least under the accent).
