The formulation of Brugmann's law that says only the apophonic vowel in an
open syllable was affected. There is of course a debate about Brugmann's
Law, as there is about most things in PIE, but if Brugmann's Law has any
value, this is the form that seems most widely accepted.

So words such as potis, which do not have this apophonic vowel, are expected
to give unlengthened Skt /a/.
