*****GK: I wonder... There is a big literature on
Moses of Khoren (including the "Geography" attributed
to him, but perhaps composed by Pappius of
Alexandria). We don't need to decide whether
Khorenatsi was an author of the 5th (much the
preferred theory), 7th, or 9th (very weak theory,
easily refutable) c., or whether the "Geography" was
penned by a pseudo-Moses (as is argued by some
scholars). The main issue is that many manuscripts of
the "Geography" contain later interpolations, and
that some printed editions have uncritically
maintained these as part of the original text. I think
that what you have cited is just that: a late
interpolation, perhaps as late as the 14th century.
