It is not clear to me why it is assumed the Romanian "strã-" should be
from Latin "extra-".
Let us take a look:
ex-, exacum, exagium, examen, examussim, exanclo, exbolus, exbromo,
exbures, excanto, excello, excetra, excidio, excludo, excorticatura,
excrementum, exemplum, exentero, exfafillatus, exfir, exfuti, exiguus,
exillis, exilium, exim, exolesco, expedio, expergiscor, experior,
expilo, explodo, exploro, expretus, exsterno, ex(s)ul, exta, extemplo,
exterus, extorris, extrinsecus, exuo.

No one of these words has given anything in Rom. Lang.
The only one "excrementum" should have given " to strain himsel" since
the romanian word is "screme".

In this case, which are the reasons to think that the particle "strã-"
with the sense of "ancient", like in Germanic "ur-" should derive from
Latin "extra-"?

I see some other corespondences here, for instance latin "excetra"
having the same meaning with Romanian "cutra". But the Romanian "cutra"
is given as coming from Bulgar "kutra". Is this a Slavic word? Is this a
proto-bulgar word?
Well, I just wonder, is not a a bit forced this appropiation of Rom.
"strã-" to Latin "extra-"?
