AFAIK, this (Proto-)Slavic name is usually reconstructed as *Voldime^rU
(cf. also an early Lithuanian borrowing <valdymieras> 'ruler', /ie/
being a normal substitute for Standard Old Russian /e^/), with *e^
('jat') rather than *i, whatever (Germanic or Slavic) be the origin and
the meaning of its second component. 'Peace of the rule(r)' looks a bit
like a folk-etymology to me. BTW, does Germanic *-me:r- only mean
'shine'? I've come across something like 'eminent' (thus 'eminent ruler'
or the like).
