Hardly. Those loans that were certainly borrowed after Grimm's Law (e.g. those from Latin, including without exception even the earliest ones, but also a number of Celtic words) show no such effects. In that layer of borrowings, foreign t, d, etc. --> Gmc. *t, *d, etc. as expected.
