I don't know how exactly we can attribute all the various terms, but
my view is that, as far as Central Europe was concerned, Germani was
originally a purely geographical term for Celts living east of the
Rhine and north of the Danube, including the infamous Cimbri and
Teutones (who arose from the area of Central Germany, not from
Jutland), as well as the original Sicambri, Tencteri, Usipites, etc
of the Rhine region. These latter Celtic tribes were incorporated
into advancing linguistically-Germanic nations sometime during the
first to third centuries AD. I also believe the Bastarnae were
Celtic, not linguistically Germanic. Apart from this, there was a
tribe called Germani in Andalusia, as you mentioned, as well as an
Iranian tribe of the same name as attested by Herodotus. These two
instances of Germani are definitely tribal appellations.

As for your suggestion that the opposition Celtae/Galatae belies a Q-
Celtic/P-Celtic distinction, I think it's possible, but I really
don't know...
