I thing about that Latin has no *er > ir.

The change of eN > iN is regular in a closed syllable before a stop (as in <inter>, <quinque> or <vi:ginti:>), but doesn't apply in the case in question.
"Peer" is a figment, unless you mean <pe:ra> 'wallet', but that did not develop into *<pira>.
