Schleicher's Tale and the particle *r

I have a question about Schleicher's Tale. At a
certain point in the tale, the English version
states:

"Then the horses said: `Listen, sheep: it pains
our heart to see man, the master, making himself
a warm garment from sheep's wool, when the sheep
has no wool'."


This is translated into Indo-European as:

"Ek^wo:s tu wewkW��nt: `K^ludH��, x��wei, k^e:r gH^e
xagH^nut��r nsm��i widntbH��s: xne:r, p��tis, x��wyom
r wlxnaxm sebHi kWrn��uti nu gHW��rmom w��strom;
n��gHi x��wyom wlxnax ?��sti'.

Now... what is the exact meaning of the particle *r
nestled between the word for "sheep" and the word
for "wool"? Would it translate as "with" in English
in the instrumental sense of the word? What are
the reflexes of *r in IE languages?
