True, but it's still a substrate, and not all of those items look as good as <lOktO> and <gOsti>, so the figure may be overly optimistic.

Hypothetical *k^h3tru- would have yielded Sanskrit *s'itru-. I can't see how to reconcile Greek with the rest of the set either, and so I think the connection should be abandoned.

If one could demonstrate that Macedonian had *kotro- 'fight' and/or *gosti- 'guest, there would be a case. Otherwise it's indeed ignotum per ignotum.
