The Germanic words (I assume you mean <(neigh)bour, Bauer, boer, -by> and the like) are derivatives of *bHuh2- (related to <be>) with the meaning 'live, dwell'. I think Celtic <boio-> derives from *bHei- 'strike', cf. Slavic *bojI 'fight, combat'.

Speaking of boi-: Is it possible that this root which is behind the
various "farmer, peasant" words in Germanic and apparently also in
other languages could be behind some of Alex' bo- words? "Downward
address"? Children and underlings had the same status then.
