Nope. Romanian derives from Latin (just like all the other Romance languages) and Albanian derives from an unknown Satem ancestor hypothetically related to Dacian (that's my view, at least). What links the two is not a common ancestor but this criss-cross diffusion pattern: Romanian contains a lexical substrate (perhaps about 50 words) with Albanian affinities, while the much denser Latin substrate in Albanian shows the distinctive traits of the variety of Latin ancestral to Romanian (and Dalmatian).
