Oh god, it gets stranger and stranger. The rule is
simple: *-n > *-r. There could never have been a form
**-ort because the Mid IE version of 3pp *-ent/*-ont
was *-ene not **-en when this rhoticizing event
occured:

*-ene > *-en > *-en-t

>absence of expected 3pl. **-�rt in the athematic conjugation.

Easy to explain: There's something wrong with your
theory.
