I am native speaker but I don't know the answer to your questions.
AFAIK no dialect has the pitch accent "more expressed" than others,
although some dialects have accents on various kinds of words
(like in the north) different from in the south and some dialects
lack the distinction alltogether (like Finnish-Swedish).
