Of course there is (*pe:-/po-, actually). Not only does it occur in
Luwian, where there is no Hattic substrate (e.g. Hitt. pai-/pija-,
Luw. pija- "to give" (< *pe-ai-), cf. Toch. ai- "to give"), it also is
the imperative prefix (p-) in Tocharian, and a preverb/aspect marker
in Slavic (po-). As far as I know, *all* Indo-European languages use
preverbs.
