Why not from another semantic category, say, Skt. kramam- 'step,
regular order, according to rank'?

As in varn.akramen.a 'in the order of classes' (Skt.Manu) or Tamil
varicai-k-kiramam 'ordered in rows'.

This may logically explain sam.gra_ma, 'troop' rather than a 'cram'
or flock or crowd.
