Same as in Spanish (in recent times): weakening of the tongue-tip articulatory component of [s.] and preserving the sound's "dark" quality by raising the dorsum of the tongue towards the soft palate. It's a relatively common type of lenition, like the Iranian, Prakrit, Greek, Welsh, dialectal Spanish, ... (etc.) lenition of [s] > [h] in some positions.

intermediate steps that would lead to that?
