Isn't this "-skii" because of that /ij/ both in the surname and Kiïv? I mean where's the difference?

I've seen -skii used (though not very often) in Catalan and Castilian,
but it has nothing to do with Kiïv, which reflects a change from
Russian (Kiev) to Ukranian spelling (properly Kyïv, pronounced
/kIjiw/).
