Pictish Ogham=Old Norse?

On one of the links in the I-E database there is a write up of Richard Cox
of Aberdeen who claimed (1999) that the Pictish Ogham inscriptions (or most
of them) are in fact in Old Norse.

No reference is given and I have not been able to find this individual on
the web.
Can anyone give me a proper reference to this work? Also to any other works
(especially articles, since books are easier to track down) claiming the
inscriptions are Celtic, non-Indo-European etc. I am more interested in
careful scientific work on this subject rather than the more wild and wacky
stuff that this area sometimes attracts.
