That's what I've read as well. However, he never actually wrote
that the Pelasgian were the earliest language/demographic group. He
actually wrote that it preceded Achaean and Dorian Greek, while
listing about seven other non-Greek non-Pelasgian language groups
that resided in Greece. He also seems to be specific as to the
districts that had been associated with the Pelasgians.
