Scribal, then later, printers' convention. Small letter "i" is
smallest of all the letters and gets lost on a line. Capping it helps
makes it more visible. I suspect vocative particle "O" is capped for a
similar reason reason, perhaps on analogy to "I".
This is all purely internal to English, and we are getting off topic,
