You have, Glen. It's the "drive, goad on, pursue" root (also underlying such words as agent, act, agony, etc.). It has so many secondary meanings that a legal one seems plausible. A pastoral pun, if you prefer, concerning the concept of leading the lamb to the law, as in MCLSSAA2's attrative suggestion.Piotr
