Interesting! The same phenomenon is observable in German, especially if
the sentence is quite complex. A very simple example would be:
Das Buch, das ich gelesen, war sehr gut.
But all speakers know that there is a word suppressed. I don't think this
means we call "gelesen" a finite verb.

Suppression also occurs with verbs of movement after a modal verb:
Ich muss in die Stadt.
Everyone knows a verb of movement has been suppressed. It doesn't alter the
underlying structure of the sentence.
