I don't think so. The "tree/true" word has *d-, while the instrument
suffix has *-t (after laryngeal *th). Furthermore, the original form
of the suffix is *-tl-o-, with the variant *-tr-o- appearing only
after roots containing a liquid or ending in primary (*..s-tro-) or
secondary (*...T-tro > *...s-tro) */s/. See Birgit Olsen, "The
