I think Peter means it's a kind of tacit understanding that the recurrence of *h2 in *ph2ter-, *mah2ter-, *bHrah2ter-, *dHugh2ter-, *jenh2ter, cannot be accidental. I think *-h2ter _is_ mentioned in the literature as a family-term forming suffix, though I don't remember who should be credited with priority. It's something that must have occurred to many IEists independently.
