Not likely. *loug- is a denasalised variant of Slavic *loNg- (Polish l/e,g 'meadow or thicket in a river valley').

Lake and Loch came from *IE laku-, cf. Latin lacus, OE lagu, Irish loch,
Greek lakkos.
