I think Shiva the destroyer, and his third eye who will fire the universe,
is more like Giant SURTUR.
I think The PIE Fire-God was the popular trickster god, shape-shifting,
ambiguous, helping mankind against the solid rule of the Thunder-God. Cf.
Zeus X Prometheus, Thorr X Loki, Indra X Agni.

Shiva was a pre-IE Indian god (The Beast-Man, consort of Mother Goddess),
who absorbed the Vedic Rudra.
