The Terrible Sovereign fights withouth physical struggle, by blinding and
paralysing his foes.
For Varuna I can't remember now, but Odinn blinded his foes; Jupiter Stator
paralyzed Roman fiends.

I'm not saying that Samson is only a "Hebraic" IE Thunderer. There are many
Greek myths similar to this (king protected by magical hair; betrayed by a
daughter), and there are Irish parallels too. There's a great complexity...

Is there any relation between Samson and the waters? I think no. There's a
lot of elements: donkey's jaw; foxes; honey-lion; magical hair, blindness,
etc.
