Well, I don't specialise in Celtic, and I haven't got any Old Irish dictionary. I do know, however, that the Goidelic languages have a sophisticated system of adverbs of place based on demonstrative pronouns, e.g. OIr t-úas 'higher', s-úas 'upwards', an-úas 'from above' (please correct me if I've got them wrong), so it was my hunch that forms like Pokorny's tuas-cert were more likely connected with the adverb túas than with *teu-sto- or the like. I never trust Pokorny's Baltic and Slavic forms (I've found many of them to be distorted or nonexistent) and even his treatment of Old English (this is what I specialise in) leaves something to be wished. I'm just used to double-checking his data, that's all.
